Suggestions:Unbuilt residential plots should also be taxed full house tax. A huge investment has been made by the people in residential plots who have surplus money. These are not being used by anybody. owners are not using and they are just blocking the base on which the economic activity and residential problem cannot be solved of those who need it. I am a Bank Officer ,despite a reasonable amount of loan available , I am not able to get the residential plot for building my own house.Whereas a lot of residential plots are lying vacant, but the owners are not making any use to anybody, since they are not incurring any cost, they are not ready to sell with a greed of more and more.It obstructs the development by others who need this.

So what kind ofa state do wewant to be? Please try and spell this out and then your budgetswill make sense. Till then it will be another effort like a PWD effort-namely 'Patch Works Department"

Suggestions:The footwear industry currently is under deep recession. To bring the industry back to normal we feel the import duty on the basic material such as leather & soles must be reduced to enable the industry compete in the International market especially against south east asian countries. As currently the prices of Indian shoes are higher due to the high duty element on the materials. Moreover the component sector has not improved substantially in India therefore one has no option than to import.

Railway fare increase 5% Food increase 5% Gujarat taxes cess 2% Freght charges 5% Commnication charges 3% Educational expenses 5% Clothing 10% This itself comes to 35% year on year. Whereas our salaries are not going up that level. All our common man salaries are taxed on hand. We donot have a option for double billing like major business houses do. Or we donot have options taking lakhs of money to give a licence to a business firm like you ministers do. If india has to win in every front and if you and atalji are true indians save common man, not beggars and business houses.

Suggestions:Date : Feb 23 2001 To Sh. Yashwant Sinha The Honorable Finance Minister of India Ministry of Finance North Block New Delhi From P.Suresh 1512, 7th Main R.P.C Layout Vijayanagar II Stage Bangalore 560 040 Dear Sir, Sub: Suggestions, ideas and requests for Budget. Ref : Invitation for such items from Citizens on Rediff.com During the past couple of years, India has continuously been bogged by national tragedies. Pray God that he gives us enough courage and strength to rebuild our castles. ***As a general maxim, I would like to point out that there are too many differences and parities in Indian environment. Thus, a single policy will not be of any help. On, the contrary, a single policy / window will only placate the situation for the common man. 1). Interest rate on savings deposits : Please ensure that reduction in interest rate (if any), will not adversely affect the needy families. Eg : The main bread winner of the family served India in a non-pensionable job for nearly 4 decades, but today the same meritorious, dedicated family is not on sound footing due to shortcomings not in its control. 2). Strength of staff in Government offices : It is observed that Government is currently taking austerity measures in recruitment. This measure, the way it is being implemented is going to punish the punished. Some youngsters like me, who were cheated earlier are in their fag end of their chances and are fondly hoping to join Government services atleast now. But, if you introduce a blanket ban irrespective of merit and usefulness to the Nation, it would not only have spoilt personal and familial lives of quite a few, but will be harmful to the Nation too. On the contrary, as an austerity measure, it would be nice if you could identify people currently on Government rolls who have secured entry through questionable means, who do not deserve the sympathy due to change in circumstances which they claimed long back, who no more are loyal to their jobs / Nation etc.., and take steps to prune such staff, rather than introducing a blanket ban on recruitment. 3). Increment in allowances etc to Government staff : There is a very bad practice in Government as on date to revise DA two times every year. There is no justification what so ever for this policy. (The increase in prices affect the common man too. But he is being left out in the lurch.) 4). 5th pay commission : There is no justification in having implemented 5th pay commission and having left the rest of the society to fend for themselves. (The rest of the society faces dire insecurity for even their basic requirements like food and shelter). 5). Somehow the prices of fuel, domestic gas etc which was hiked as a consequence of 5th pay commission should be brought back to levels that existed before this. I am very sure Mother India has many pure children who will do anything for the Nation. Let us get rid of the strikes that the Government staff are accustomed to. Many of our lives would dependent on your wisdom and natural justice Sir. We very fondly hope for the better days. Thank You, Yours Sincerely, P.Suresh

Petrol cost should be equal to international cost and cross subsidy of kerosene and LPG should be stopped. Govt. should give excise duty waiver to alternative enviornmentle fuels like cars on batteries, solar power etc. All govt. controls should be reduces on industries. Govt. should reduce the expenditure on their salaries, and other expenses. All free things that the govt. servants are enjoying should be abolished and or should be taxable to them. Lots of taxpayers money is spent on their security and maintenance of their residence. All the ministers or their secretaries should be kept in one large housing complex to reduce cost on security etc. and all the vast bunglows etc. should be sold at the market rates and thus should repay all existing loans. people and companies who have not yet paid their tax dues should be strictly dealt with and all such arrears should be recovered in specified time frame say 6 months. All pending cases should be finished fast and everything should be computerised. Their holidays should be reduced to minimum say 12 per year.

Suggestions:I am working on a project with ISRO. In the project there are some import compoents worth around Rs20 lakhs. ISRO has a import license and they are ready to give the license and the declaration that the materials are for the end use of ISRO and the license can be used. But the customs say they do not have any provision to import it without duty free under ISRO's license by my company Nelson Engineers private Limited. I have only one competitor who is a foreign company. So definitely they can sell the project without duty to ISRO and ISRO can directly import it without duty. Since I have to pay the duty, I feel I may not be able to compete with them. So the Govt is allowing Rs.1 crore worth material to come to ISRO without duty since they are buying it directly from abroad. And they are not allowing Rs20 lakh material to ISRO duty free, since ISRO is buying through me. Is it fair enough? My request is to guide me to get the small part of the material(Rs.20 Lakhs out of Rs.1 crore) from abroad (England) duty free and use the indegenise technology to finish the project. So that I can be competitive and get the order instead of a foreign company.

Suggestions:Respected Sir, There are a number of units/sections of Central government offices where there is no any work to do and are simply sitting idle in the office wasting the government money and mechinary. Please do something to identify such unnecessary units and make use of the staff for any fruitful purpose. While mejority of such staff want to clinch on to such idle posts engaging themselves in their private affairs,a few like me find it difficult to sit idle without any work during the whole year other than signing the attendance register and the acquitance roll. The higher officers do many gimmicks to show the necessity of the section and doing all sorts of punitive measures to the patriotic government servants who speak the truth and do not co operate with the illegal and corrupt way of functioning by them and criminal waste of money for un necessary projects ,misuse of telephone etc. A very good example is the TELECOMMUNICATION WING of the Central Excise & Customs under your own Finance Ministry. If Enquiries are made keeping AWAY the Directorate Of Communication under the DPO the true picture could be made out.Otherwise this letter will only help redoubling the punitive measures on the sincere Govt. servants. If required I am prepared to provide many examples of wastage of govt. money by this wing. I hope some positive steps to wind up such unwanted sections by providing alternative compansatory arrangements or utilising the idle staff for some constructive purposes. I humbly expect an acknowledgement to my suggestion in my E mail ID . Submitted respectfully assuring everything for your sincere efforts in the building of the Nation's economy as one of the most respectable in the global forefront.

Our request is that the ministry of non conventional energy sources be alotted a fund to provide a inerest subsidy of 4% over export financing rates to provide Indian manufacturers with a level playing field. This will trigger about 200CR of exports growing at 35%per annum And also bring down costs of solar equipment.Pleasr cosider this as a budget incentive to the solar photindustry.Best Regards Suryanarayana

Suggestions:yeah! thats alright. what government should concentrate on is a smooth transition of government holdings in loss making PSUs as well as other non-sensitive infrastructure projects to private parties with some lucrative tax exemption packages for a period of time so that government will have more concentration on infrastructure developments. The opposition and parties like Trinamool,RJD,JD etc..should understand where to support and where to not support the government without affecting the nation's growth and interest (not to look after their political interest and future). It is more important. The second one is to cut severely the expenditures on medical treatments and security facilities provided to the present and former politicians. after all who is not vulnerable, even common man needs security and medical aid. but in a big country like india , under the current political system, it wont be possible to provide such facilities to a common man. so what makes the politicians so special in a democracy...after all democracy is for / by/ of people. right? thirdly, when we are talking about global village and all sort of things now, it is time now to make a brave step for the government to abolish the reservation system in india. mandal or no mandal. instead government can spend money in providing free education for all upto intermediate and jobs on 'who deserves' basis. not on 'which schedule he/she belongs to' basis. that will set the things right to improve indian's confidence. if u go to other countries, they dont ask u whether you are a forward or backward class. they ask you whether you are an indian. why dont we follow ourselves and let the future generation live on its own. As a patriotic indian ....i wish all this come true. only if wishes were horses........ Amen!

With average salary incomes having increased over the past five years, don't you think it is time to increase the maximum investment limit of Rs 80,000 for tax rebate purpose. 3. As a considerable tax is deducted from the tax paying population of under 2% of total population, I suggest there be some additional benefits to them - like separate queue for railway bookings, facilitation for getting the basic work done which otherwise has to be done through bribes etc. Thanking you, Rajesh Minocha
