In the wake of the earth quake, the PM has warned of additional taxes to pay for the damage. All Indians would willingly share the burden, and even as I write are contributing their mite. However, when it comes to taxation I hope you realise that less than 2% of the country's people pay taxes. So when you draft your tax proposals, you may want to consider widening the tax net rather than burdening those already paying taxes, through their nose, if I may add.
While we are on the subject of tax increases, may I also suggest that government profligacy be also cut down to pay for the damage in Gujarat. For starters let us cut out all the foreign junkets assorted politicians and bureaucrats make at the tax payers expenses. After all every drop counts in the mighty ocean of rebuiding Gujarat.

The easiest way to collect money for earthquake is charge Rs.500 from every permanent account number holder and Rs.10000 from every corporate account payee holder. This will be the best and most easiest way of collection without pinching anyone's purse.
Also you can collect Rs.1000 from every assessee irrespective of the tax being nil or not. Both these measures would bring in easy money without pain. Also donations can be made exempt from tax plust quake relief bonds with 0% interest for 3 years can be issued to fund the quake relief.

Suggestions:Well i donot have a idea for budget but for gujarat quake.
If all MPs contribute Rs. 1 crore each from their development fund and all MLAs Rs. 25 Lacs then it would be easy to raise at least 600 to 800 crore.
Further, a slab wise voluntary system can be established for corporates where for turover above say Rs. 200 crore they will contribute at least 0.5% of their turnover and for say below 200 crores at least 1%. this will help to raise money for gujarat easily.
I think its time for everybody to contribute their part to help Gujarat to comeback to normalcy soon.

Why not let Disaster Management Authority issue tax free bonds in rupees. So that in future if times are bad and rupee depreciates, your financial burden would not worsen. Promote these bonds outside India so that people like us have an opportunity to help India.
Also don't charge surcharge on income tax, rather spread the tax base, bring more people under direct taxation, even farmers. Else it will increase tax evasion and black money.

Suggestions:Import of crude oil causes maximum drain on forex and our economy. Our resources are limited. Will you please give some incentives to industris which will encourage them to save oil. say for the same tonnage of production, if there is saving of x% in oil consumption, then there will be rebate in income tax by o.1x%. i am from visakhapatnam and here there lot of companies which have collected hundreds of crores from people and since last decade not even 2% of people have been given registered documents and simply they vanish.the very big one's like janachaitanya housing,kiran krishna real estate & constructions,R.K.Township promoters, etc buy 2 acres and they draw plan for 100 acres and sell to people and collect crores and only agents and promoters are benefitted and after few years i.e by the time the timecomes for registration on completion of instalmensts they run away.
atleast if you cannot give any respite in any other form do eliminate these fellows legally as has been done in case of nbfc's.

Suggestions:Sivakasi area manufactures almost 90% of the safety matches produced in the country. It gives employment to over 2 Lakh people. Due to the mechanisation and the low cost of mechanised matches, the safety matches industry suffers and hence the excise duty for safety matches manufactured with the aid of machinery should be at least 3 times of the hand made ones to save this industry. Otherwise, the industry will close rendering about 2 lakh workers jobless. Already a lot of firms are resorting to lay offs.
In addition to that the threat of Chinese matches at half the price of indian matches are on the cards. Big companies like ITC and HLL are advertising that they will soon flood the market with Chinese matches which again has affected the market. Hence our humble request to the Finance Minister is to stop import of safety matches from China and to widen the difference in excise duty structure between hand made and machine made safety matches.

Extra taxes on poor salaried class should be forced....but ALL MP's and Ministeres who are still defaulters in CRORES to DESU (DVB), MTNL, AIR INDIA, INDIAN AIRLINES MAY BE TO RAILWAYS AND TO PEOPLE(ORDINARY PUBLIC) AT LARGE, as it is only poor salaried class who are even taxed for default in payments by our own CHOSEN Ministers and MP. As we know from Arjun Singh (Congress) to our now cabinet ministers, they all have to pay hugely to the above corporations.
WILL the FM will look after this before presenting the budget. Otherwise, we are sure this time we are not going to vote for BJP at least.

Alternatively, you can seek VDS at 55 % TAX. No Questions and no paperwork.The remaining 45 %, can be brought into books of accounts on the date of payment.
Or some such scheme.
In the RAMRAJYA ideals of your party, could you forget how WALYA the Dacoit became WALMIKI, the Saint, who wrote Ramayan first, and made the God to live it later !.
Instead of filling swiss bank coffers, the money will get used and the people with black money set free once for all.

It was a good gesture from the Centre, to repay all monies borrowed for our national disaster, what can also be appreciated is the support of so many concerned citizens of various age groups and corporates both big and small. This only drives a point that if the situation arises Indians are upto the task.
It is going to be very unfair on all the people who have responded to a national disaster if they are gonna be taxed with additional burden. We talk about double taxation, no one complains, but every entity is being taxed N number of times already.
It’s so unfair that every Rs. 100 earned Rs. 40 goes back to the Centre, who tax payers feel the monies are not being appropriated well.

A lot of people have shown interest our Ecofriendly drive, from companies like Arthur Andersen to Zee Interactive Leaning Systems Ltd.

Your proposal to put a surcharge on IT for the Quake Relief is understandable. However if you put in a clause that anyone who has made a donation to the PM Relief Fund for the same Quake Relief, with a minimum value which may be say 5 times the actual surcharge applicable to that individual, would be exempted from the Surcharge, then you would get much more inflow into the PM Relief fund collections. After all it is the total collection that matters and not the name in which it is collected.

Hope you are busy with the preparation for Budget 2001. I like to draw your kind attention regarding the Income Tax of individuals. The procedure involved in the calculation of Income Tax is Cumbersome. Do make it simpler so that even a normal man is able to calculate his tax with out the assistance of an auditor. The standard deduction may please be increased and increasing the tax rate for others who are above it may compensate the loss.
Special tax may please be levied on IT professionals (working in India) and also who are working abroad. Professional tax may be levied on Doctors, Auditors and Politicians like you may also be levied.
Passport fees may be increased for applicants who wish to get ECNR status thus leaving the ordinary/uneducated people.
In olden days, Marriage tax was collected in villages. The same may be implemented now for marriages that are conducted in an extravaganza manner.
To generate more revenues to the government, you can slash tax on farmers who do business other than agriculture and have a substantial amount of income because many show their income as an agricultural one to evade tax. Also, spare the farmers who do only agricultural related business like farming, cattle breeding, poultry etc.
The most part of the revenue goes towards employee’s salary. Please reduce the retirement age of the servants by 55 and also relax the entry age too. This reduces the overhead on salary. Even though this cannot be done in a single stroke, it may be done in phased manner say, initially reduce it to 58 and then to 57 or 56 and finally to 55.
The police are supposed to bring into book some specific number of cases in every month / year. Similar target may be set for the staffs in the IT department to bring into book the tax evaders. Also some good percentage of the money recovered from them shall be given as a tax-free incentive to them.
These are few suggestions from my side. Please spend some thinking on this and implement the same if possible.

It seems an abberation that in this country of a billion people, where around three quarters of the population depends on agriculture for their livelihood, that all agricultural income is tax exempt. The tiny fraction of the population which depends on salaries for their income is the only group which pays (or rather is made to pay) taxes.
Till this anomaly is rectified, your efforts to run the country from personal taxes imposed on a fraction of the population will be brought to nought. It is true that Income Tax currently forms only a fraction of the revenue basket of the Government, but shouldn't the Government do domething to increase the share of personal taxes in this revenue basket when the highest tax bracket takes away more than one third of a salaried man's earnings to fill the Government's coffers?

the Import duty has just gone up since you are in the hot seat!
this is absolutely opposite to the trend
started since liberalisation in 90's.
always the end basic duty is increased by

1.Today I am in job and able to pay heavy tax,but in cases like me where job security in private industry is less,Suppose tomorrow I loose job or become disabled due any reasons,It will be very difficult to survive.In such situation I would suugest that if government can start Social Security Scheme so that in case of eventuality people like us can survive.(SIMILAR TO USA)
2.In case of salaried class considering the rate of inflation taxes should be rationalised.Beacuse a person even running a tea stall or bhelpuri stall earns more NET OFF TAX .Wheras salaried person cant hide his income.(Has to be Honest having no choice).
3.By giving more Incentives ,tax free investments should be encouraged .
4.As per income tax act EDUCATION ALLOWANCE :Rs.50/child PM is tax free But let me understand which is good schoolin metropolitan cities charge fees of Rs.50/month.This should be reviwed as most of good school charge fees in the range of 500-1000 Rs.

Suggestions:People everywhere else are trying to reduce the tax burden of people and here the govt is trying take away even a single penny a person possesses. Why is the govt for if they cannot take care of people without burdening the comman man. The tax collected everyyear if mobilized properly is enough to take care of any crisis. But how will that be done for people like you have to fill in your houses first and then think of the country if you get the time to do so. The main objective of taxes is only ways to fill in your own pockets and really not helping the needy. Why only 2% surcharge put a 100% surcharge on the income of people striving hard to make ends meet. They dont need money it is you who need them. We work for around 18-19 hours a day neglecting family and friends and our own birthdays and at the end of it you are left with a meagre amount not even enough to get u through the month. Dont you think it is a shame on the part of the govt to put pressure as such on comman man.
If you hve to put tax increase the slab so that the really rich are taxed and not the middle class people who are really the ones who actually pay tax. If the salary people also did not have TDS then i am sure they would have done what business people and rich people do. The actual figures are something else but the shown figure for taxes is something else. God i wish i would have got cash without TDS then i wouldnt have paid a single pie to the govt.
