Given the sophistication and military precision of Mumbai [Images] attacks, some Pakistani official agencies must have supported them, Prime Minister Manmohan Singh [Images] said on Tuesday.

The Prime Minister, talking at the chief ministers' conference, accused Pakistan of using terror as an instrument of state policy. In an apparent reference to Bangladesh, the prime minister said militants from the country's north-east are being sheltered by the neighbouring country.

"Security in our neighbourhood is not conducive and some of the nations are very fragile," he said.

Stressing that information-sharing among agencies is most important, Dr Singh said, "Time has come to establish a permanent crisis management group to handle terrorist attack-like situations."

Furthers details are awaited.
