Tibet [Images]an spiritual leader Dalai Lama [Images] on Wednesday said the Indian government was 'little over-cautious' on the Tibet issue but the Tibetan refugees in India enjoyed sympathy of the government and the public.

"I have always looked at India from a holistic view. They are a little over-cautious. But that is understandable," he said.

Recalling that late Prime Minister Jawaharlal Nehru had laid down policies for Tibetan refugee communities, he told NDTV, "No matter what government is at the Centre, whether it is Bharatiya Janata Party or Congress, it has remained the same. We have received help and sympathy from the Indian public as well as from the government".

Dalai Lama said the Tibetan community in India was carrying out various programmes for modern education and regarding preservation and promotion of Tibetan Buddhist culture.

"Therefore, generally India, I think, has done the maximum where they can help. In certain cases, they are a little cautious. That is understandable," the spiritual leader said.

On being asked if the Indian government should be more 'proactive', he said, "I think the government expressed some concern, like some other governments. Then how much can a government do. We have to rethink how much can government do".
