Mumbai does not belong only to the people of Maharashtra, Union Home Minister Shivraj Patil said on Thursday.

"Mumbai was built by the people of the country, but some people do not understand that," Patil said in Raipur after a function on the first death anniversary of former Madhya Pradesh chief minister Shyama Chandra Shukla.

The Constitution lays down that anyone can go anywhere and work anywhere, but some people were bent on dividing people on caste, religion, and language and even on state lines, he said obviously referring to MNS chief Raj Thackeray.

On whether a work permit system was necessary, he said there was no need for any kind of work permit to people to work anywhere in the country.

"People not only travel to various places for earning their bread but also help in growth of that state," Patil said.
