Two blasts on the India-Pakistan special train near Panipat has killed at least 60 people. Among those killed were some Pakistani passengers, probably making it the first time that civilians from that country have fallen prey to terrorism on Indian soil. Only in September 2006, the two neighbours had decided to set up a joint anti-terror mechanism. What will happen to the mechanism now? Will the two countries step up efforts to tackle the menace?
