The Election Commission on Wednesday said that it will take a decision on Gujarat Chief Minister Narendra Modi's [Images] speech, in which he justified the killing of Sohrabuddin Sheikh in a fake encounter, after it receives a report from the Surat district collector.

"I have not yet received a report from the Surat collector on the speech of Narendra Modi," said Chief Election Commissioner N Gopalaswamy.

"The news has appeared in the media but we will decide what to do once we read the official report by the collector," he said.

Modi, in a meeting at Magrol on Tuesday, had justified the killing of Soharabuddin in an encounter and said such elements will be dealt in the same manner in the state.

The three-member Election Commission team is on a three-day visit to the state and was in southern Gujarat to take stock of the situation ahead of the first phase of polls to be held on December 11.

The EC has appointed micro observers to monitor the poll process and cases would be filed against those found to be involved in bogus voting, Gopalaswamy told reporters.

Earlier, during the EC meeting with political parties, the Congress has raised the issue of bogus voting and said there were newspaper reports saying that BJP workers were buying Election Photo Identity Cards from voters.

The Election Commission had reviewed poll preparations of Saurashtra and Kutch on Tuesday.
