Jammu and Kashmir [Images] Chief Minister Ghulam [Images] Nabi Azad on Thursday admitted that infiltration from across the border had registered a new high recently.
"Infiltration has increased four-fold in the past three to four months when compared to the corresponding periods in last three years," Azad told media persons in Srinagar [Images].
Following recent allegations of human rights violations by security forces, the chief minister announced the setting up of a cabinet sub-committee that would ensure the implementation of the recommendations of the state human rights commission.
"We have to end terrorism, but death of innocents in firing by paramilitary forces and the police is unacceptable," Azad said.
Azad also announced the formation of eight new districts in the state -- Four in the Kashmir region and the rest in the Jammu region.
