The Third Additional Magistrate has directed the Hyderabad city police to register a first information report against Telangana Rashtra Samithi leaders and Union Ministers K Chandrasekhar Rao and A Narendra for making provocative statements, inciting violence and disaffection.

Magistrate Guruppa passed the orders on Wednesday, on a petition complaining that the police had failed to act against the two ministers and others, despite a complaint being lodged by a Congress leader at Hyderabad's Chilkalguda police station.

The magistrate directed that the case be registered under sections 120 B, 149, 153 A and 505 of the Indian Penal Code against the TRS leaders.

It was alleged that Narendra and KCR had made provocative speeches while inaugurating a training camp for Telangana Jagarana Sena, an outfit floated by TRS to counter 'anti-Telangana forces', on September 10.

KCR had warned that the lathi-wielding 'sainiks' would hit back at those opposing a separate Telangana state.Narendra had declared that the 'sainiks' would not hesitate to take up AK-47s for the cause of the separate state.

Following this, a Congress leader, Pitla Krishna, had filed a complaint against Narendra on September 13 for making provocative speeches and threatening to use arms and inciting members of the newly-formed Jagarana Sena to resort to violence and criminal activities.

The police, however, made only a general diary entry and did not register an FIR. Commissioner of Police, V Dinesh Reddy and Director-General of Police, Swaranjit Sen, had stated that the police was verifying the facts before taking further action.

The magistrate heard the arguments and issued orders to the city police to register an FIR at Banjara Hills police station against KCR, Narendra as well as the 'chief commander' of Telangana Jagarana Sena, Umakanth, a former RSS functionary.
