Indian Charge d'Affaires in Pakistan harassed again

In a second incident of his harassment in three days, vehicles of Pakistani police officials came 'dangerously' close to the car of India's Charge d'Affaires Sudhir Vyas on Monday morning while he was on his way to office.
Three vehicles, including a pick-up van, surrounded Vyas's car all the way from his residence to the high commission, forcing the Indian mission to send another protest note to the Pakistan Foreign office.
The cars of the intelligence officials "drove aggressively and dangerously in a manner designed to intimidate and harass the Charge d'Affaires," the note said.
"The intelligence vehicles in front of and around the flag car repeatedly braked sharply and changed speed and it was only the skill of the Charge d'Affaires' driver that avoided a physical collusion," it added.
On January 18, Pakistani intelligence officials had for several times blocked the official car in which Vyas and his wife Vasundhara were traveling. India had lodged a strong protest with the Pakistan Foreign office.
The CDA was blockaded before his residence and forcibly prevented from leaving on two occasions when he and his wife were proceeding to attend official diplomatic engagements at the Malaysian and Nepalese embassies, the spokesman said.
He said when the flag car was finally able to leave the residence, it was forcibly stopped and boxed in by four vehicles and two motorcycles repeatedly on the main roads of both while he was proceeding to the functions and on return.
"At one point even after 11 pm the car was boxed in for about 45 minutes and when they returned, the intelligence personnel attempted to block the entrance gate to his residence by parking a vehicle in front of the gate," he said.
Recalling the incident, Vasundhara said, "I am appalled at the way they treated us, specially the car of the Indian diplomat flying the country's flag."
Vyas said due to the protests, his car was not stopped this morning. "But short of it, they have done it again by attempting to box the vehicle."
Following up on the protest by the Indian High Commission in Islamabad, Pakistan's CDA in New Delhi, Jalil Abbas Jilani, was summoned to South Block on Monday afternoon and a ‘Note Verbale' was given to him.
In the note, handed over by Joint Secretary Arun Kumar Singh in the Ministry of External Affairs, India strongly condemned the actions of Pakistani authorities.
"Such harassment is unprecedented and amounts to a clear attempt by the Pakistani intelligence services to thwart the CDA in the performance of his diplomatic duties," an MEA official said.
"The harassment represents gross violation of the bilateral code of conduct for treatment of diplomatic personnel in India and Pakistan signed by the two countries in 1992, as well as international norms, including the Vienna Convention on diplomatic relations of 1961,” he added.
Pakistan rejected the incident as being ‘motivated and baseless' and sought to turn the table by alleging that contrarily it was the Pakistan acting high commissioner in New Delhi who was being harassed.
"Pakistan's feelings on this preposterous propaganda gimmick have been conveyed to the Acting High Commissioner of India," the statement said, adding, "it could well be part of a deliberate design of the Indian establishment to further vitiate an already tense atmosphere in the region."
The statement alleged "in fact it were the operatives of the Indian Intelligence agencies who were aggressively chasing and harassing Jalil Abbas Jilani for the past two weeks."
It said Pakistan had lodged a formal protest with the Indian Ministry of External Affairs on January 7.
But the Indian MEA official dismissed Pakistan's assertion that New Delhi's protest was 'motivated and baseless'. "We have it from the CDA that this incident happened," he said.
Rejecting Islamabad's counter-charge that one of the Pakistan high commission cars here was obstructed, he said, "I have not heard of anything like this incident in Delhi".
"There can be no similar lines. This a Charge d' Affaires flag car being boxed," he said.
