Jammu and Kashmir Governor Girish Chandra Saxena should have been packing his bags now.

He isn't, though. Because, once again, politics got in the way of an administrative decision.

Delhi Lieutenant Governor Vijay Kapur was to replace Saxena. Both gentlemen will finish their five-year terms as governor later this month.

Given Kapur's record as a bureaucrat -- an IAS officer, he retired as a secretary to the Government of India a few years ago -- and his proximity to Deputy Prime Minister and Home Minister L K Advani, he was all set to take over in J&K.

But then Kapur's old friend Madan Lal Khurana, who heads the Delhi BJP, intervened.

Kapur's presence in Delhi, Khurana told Advani, would be beneficial to the party when it makes a bid to wrest power from the Congress in the October assembly election.

So Kapur will stay put till election.

To win a Padma

It is a tough life for some national award winners.

Contrary to the general impression the State bestows the award on people for excellence in their chosen fields just like that, the truth is you have to work pretty hard to get it.

The name of the game is networking. And once you have wangled a Padma Shri/Bhushan etc, to make the most of your feat you have to arrange a string of felicitations.

Small wonder, then, that one Padma winner encouraged his 'friends' to throw celebratory dinners for him.

But he has been considerate in that he has arranged, through his contacts in the hotel industry, to bring down the cost of these celebrations substantially.

The return of Tehelka

After a slew of new television news channels, the capital is set to witness a couple of new weekly publications.

The long-in-the-pipeline weekly from a Lucknow-based group is ready for its launch.

Then, the controversial Tehelka-men are said to have wooed a financier, for a weekly paper, to be called Tehelka Sunday -- or is it Tehelka Saturday?
