The sitting, presided over by Deputy Speaker P M Sayeed, started at 1100 hours in a packed Central Hall with Union Home Minister L K Advani moving the bill for consideration.
The Prevention of Terrorism Bill, which has been opposed tooth and nail by most opposition parties, including the Congress and Left, was passed in the Lok Sabha by a margin of over 100 votes but rejected in Rajya Sabha by 15 votes.
The National Democratic Alliance, which decided on a joint sitting expecting to get the numbers for passage of the bill, has secured the support of the AIADMK and NCP apart from its own constituents. However, one of them - Trinamool Congress - has decided against voting on the bill.
This is the third joint sitting in the annals of Parliament after 1961 - to legislate on the Dowry Prohibition Bill, and 1978 - to repeal the Banking Commission Act.
