There are 10 Naga MLAs belonging to various parties in Manipur.
When the session began at 1100 hours IST, all the Naga MLAs cutting across party lines, abstained from the House.
However, four Congress members Gaikhangam, R K Thekho, A Aza and Z Mangaibou turned up at around 1220 hours.
Works minister and senior Congress leader Gaikhangam, who was present when the House assembled left seconds before the discussion began. He later returned with three of his party colleagues.
However, another Congress member Francis Ngajokpa was not with them.
Before starting the discussions, Speaker T N Haokip said Federal Party of Manipur MLA Samuel Jendai (a Naga member) had expressed his inability to attend the session as he was 'indisposed.'
P S Hentry Paotei (Federal Party of Manipur), Wungnaoshang (Manipur State Congress Party) and B D Behring and D Shaiza (BJP) abstained. However, they have not given any reason for their decision.
