The complainant, V Appadurai, a member of the 'Agricultural Protection Committee' constituted by the state government, sought a court direction to the Directorate of Vigilance and Anti-Corruption (DVAC) to investigate his complaint.
He also prayed that the court should direct the agency to take action against the accused for offences punishable under Section 418 (cheating with knowledge that wrongful loss may ensue to person whose interest offender is bound to protect) of the Indian Penal Code (IPC) and Sections 7 and 13 (d) of the Prevention of Corruption Act (PCA) read with Section 120-B (criminal conspiracy) of the IPC.
Those named in the complaint were former Public Works Department (PWD) minister Duraimurugan, former minister for backward classes M R K Paneerselvam, his nephew Senthil Kumar and a contractor S P Periasamy.
According to the complainant, the Rs 110 crore (Rs 1.10 billion) project was aimed at increasing the storage capacity of the Veeranam tank by 10 per cent from 930 million cubic feet of water.
The works included desilting supply and distribution channels, widening and strengthening the road on the east side of the tank, replacing blocks in the bund with new ones and putting six inch thick red gravel.
He alleged that Paneerselvam had influenced former PWD minister Duraimurugan to award the contract to his nephew, S P Periasamy and to some others, whose identities were yet to be established.
The former backward classes minister also prevailed on Duraimurugan to prevent PWD officials from taking note of alleged deviations.
The complainant had furnished an extract from the statement of works and photographs to substantiate his allegations.
