Since 1992, Pakistan's Inter-Services Intelligence has been setting up bases in the South.
Today it has resident agents in Andhra Pradesh, Tamil Nadu, Karnataka and Kerala. They recruit Muslim youths, train them to use arms and explosives, and deploy them for terrorist attacks.
