Textile, farm, services key in trade talks

India has identified textiles, agriculture and services as areas where it expects benefits and development gains from the multilateral trading system and trade negotiations.
"There should be a genuine liberalisation by major trading partners of developing countries in pro-development areas and sectors ie those in which developing countries have comparative advantages.
"We need to break free from the traditional pattern of developed countries seeking special carve-outs and protection in these areas on grounds of their so-called sensitivity, for example in agriculture, textiles, Mode 4 (movement of natural persons) and outsourcing of services," a statement tabled by India at the plenary session of United Nations Conference on Trade and Development at Sao Paulo said.
The statement stressed developing countries must get better and higher returns from their export of commodities, manufactured goods and services, including through trade and investment synergies that facilitate increased value addition.
On textiles, the statement said though in the multi-fibre agreement phase, the disappearance of quotas could create more favourable conditions for competitive exports from developing countries, the same should not encourage alternative methods of protection like anti-dumping actions or arbitrary labour and environment standards.
Referring to services, the paper said effective market access in Mode 4 would signal the sincerity of the international community to deliver development gains to developing countries.
