The government, which is in a bind over the implementation of the conditional access system, is now considering a dual feed system for the distribution of channels.

In this proposed model, pay channels can be distributed both in an encrypted mode as well as without encryption. However, the government anticipates this model to throw up certain difficulties in terms of infrastructure, as well as billing.

Under this model, consumers can either opt for set-top boxes and select the pay channels they want to watch and pay for just those ones or get all pay channels without a set-top box and pay a higher monthly bill.

This will mean cable operators will have to run parallel cable networks for both channel modes or upgrade to a digital network.

The Centre will also work closely with the state governments before deciding on the rollout of CAS in the other metros. The concurrence of the state governments will also be sought in the rollout of CAS in Mumbai and Kolkata also.

The government has decided to take the support of the state governments as it has realised that it does not have the capacity to police the implementation of CAS in the states. While the Centre will work out the rules and regulations, the state governments will have to manage the implementation of CAS.
